Orang-orang ini bekerja didalam kantor, sedangkan pelaksanaan dilapangan dilakukan oleh mandor proyek yang mengawasi buruh bangunan, tukang dan ahli bangunan lainnya untuk menyelesaikan fisik sebuah konstruksi. Transfer perintah tersebut dilakukan oleh Pelaksana Lapangan. Dalam pelaksanaan bangunan ini, juga diawasi oleh konsultan pengawas (Supervision Engineer).
Dalam melakukan suatu konstruksi biasanya dilakukan sebuah perencanaan terpadu. Hal ini terkait dengan metode penentuan besarnya biaya yang diperlukan, rancang bangun, dan efek lain yang akan terjadi saat pelaksanaan konstruksi. Sebuah jadual perencanaan yang baik, akan menentukan suksesnya sebuah bangunan yang terkait dengan pendanaan, dampak lingkungan, keamanan lingkungan, ketersediaan material, logistik, ketidaknyamanan publik terkait dengan pekerjaan konstruksi, persiapan dokumen tender, and so forth.
Menurut Undang-undang tentang Jasa konstruksi, “Jasa Konstruksi” adalah layanan jasa konsultansi perencanaan pekerjaan konstruksi, layanan jasa pelaksanaan pekerjaan konstruksi dan layanan jasa konsultansi pengawasan pekerjaan konstruksi. “Pekerjaan Konstruksi” adalah keseluruhan atau sebagian rangkaian kegiatan perencanaan dan/atau pelaksanaan beserta pengawasan yang mencakup pekerjaan arsitektural, sipil, mechanical, elektrikal dan tata lingkungan masing-masing beserta kelengkapannya untuk mewujudkan suatu bangunan atau bentuk fisik lain.
Dari pengertian dalam UUJK tersebut maka dalam masyarakat terbentuklah “USAHA JASA KONSTRUKSI”, yaitu usaha tentang “jasa” aatau services di bidang perencana, pelaksana dan pengawas konstruksi yang semuanya disebut “PENYEDIA JASA” yang dulu lebih dikenal dengan bowher atau owner”.
Disisi lain muncul istilah “PENGGUNA JASA” yaitu yang memberikan pekerjaan yang bisa berbentuk orang perseorangan, badan usaha maupun instansi pemerintah.
Sehingga pengertian utuhnya dari Usaha Jasa Konstruksi adalah salah satu usaha dalam sektor ekonomi yang berhubungan dengan suatu perencanaan atau pelaksanaan dan atau pengawasan suatu kegiatan konstruksi untuk membentuk suatu bangunan atau bentuk fisik lain yang dalam pelaksanaan penggunaan atau pemanfaatan bangunan tersebut menyangkut kepentingan dan keselamatan masyarakat pemakai/pemanfaat bangunan tersebut, tertib pembangunannya serta kelestarian lingkungan hidup.
Dari pengertian jasa konstruksi tersebut, maka bentuk fisik yang manakah yang digolongkan sebagai jasa konstruksi?

Bentuk usaha dari kegiatan konstruksi ini adalah Perseorangan dan Badan Usaha. Bentuk usaha Perseorangan hanya untuk pekerjaan beresiko kecil, berteknologi sederhana dan berbiaya kecil. Sedangkan bentuk usaha ber-Badan Usaha adalah untuk pekerjaan beresiko besar, berteknologi tinggi dan berbiaya besar.
